At this point, I can think of at least three solutions to the Ridley Scott conundrum of how he's attached to so many projects:

1. The Multiplicity Solution: There are many Ridley Scotts.  If you make a clone of a clone of Ridley Scott, that explains Tony Scott.

2.  The Harry Potter Solution: Ridley Scott is in possession of a Time Turner and thus can make many movies simultaneously. 

3.  The Q Solution: Ridley Scott is not bound by the laws of space and time, which would be highly useful for any director.

No matter what his secret, he's making this story, adapted from the novel by Tom Epperson (who's also writing the film) about "an amnesiac who finds himself working for a mobster -- a killer given the nickname "the Kind One" -- and falling in love with the thug's girlfriend."
